Why is this project being built?
Following the Loma Prieta earthquake, the bridge was identified by Caltrans for seismic retrofit. Due to high construction costs, long closures of the existing bridge, and limited night time construction hours while BART is not operating, it was subsequently determined the bridge should be replaced rather than retrofitted.
Where is the new bridge located?
The bridge is located on Niles Boulevard and spans over the Union Pacific Railroad (UPRR) and BART tracks at the Fremont/Union City border. The new bridge will be constructed immediately south of the existing bridge in order to maintain traffic while the new bridge is constructed. Every reasonable effort will be made to minimize the impact of construction to residents and businesses in the surrounding area throughout construction.
Who is managing project construction?
Construction of the new bridge is being managed by the City of Fremont, Department of Public Works and S&C Engineers, Inc.
What is the construction schedule?
New bridge on-site construction activities started in October, 2015 and are anticipated to be complete spring 2017.
What are the planned construction hours?
Normal construction hours will to be:
Monday – Friday: 7:30 a.m. – 4:00 p.m.
Saturday: 9:00 a.m. – 5:00 p.m. (if needed)
Due to existing requirements, work taking place directly over or adjacent to BART and Union Pacific Railroad operations will be performed at night and/or on weekends. Any weekend and night work will be scheduled as needed. Notice will be provided to the local community in advance. All construction dates and times are subject to change due to weather and unforeseen conditions.
What types of construction impacts should be expected?
Every effort will be made to minimize the impact of construction activity on project neighbors. Due to the nature of a construction project of this magnitude, some amount of traffic, noise, dirt and dust impacts are anticipated and unavoidable.
How will the project affect parking during construction?
Minimal impacts are anticipated along Niles Boulevard within the project area. Residents and nearby businesses will be notified in advance of any temporary parking closures related to construction activity.
How will the project impact roadway access to other services?
Impacts are anticipated along Niles Boulevard at different times throughout construction. Residents and nearby businesses will be notified in advance of any temporary roadway closures or detours related to construction activity.
Will emergency vehicles have access to the surrounding area during construction?
Yes. Emergency vehicle access will be maintained during construction.
